About Oulu
Oulu is the head of the inspections department. Since he suffers of severe motion-sickness the area inspections that involved traveling far were left to Jean Otus.
[Spoiler] It is revealed in the last episode of the anime that Oulu is Abend, and has been the one instructing Nino to look after the Otus siblings. [/Spoiler]
